A rare late 19th Century American 24 hour brass clock by the Ansonia Clock Company, Connecticut. The face marked “The New Standard Time”. The 24 hour clock was first used by Canadian Pacific Railways in 1886. Italy then adopted it in 1893. This clock was probably produced within a few years of that. Stops & starts - would probably work with a clean & service.
