An early 20th Century oil painting on canvas of a bulldog standing on a treaty. The painting most probably refers to the Treaty of London of 1839 which recognised Belgium as an independent and neutral state but this was effectively torn up in 1914 with the German invasion of Belgium. Similar images were reproduced on propaganda postcards at the time.
