Hat Tax: 1784 3d red brown (for hats "value 4s & under"), unused, on thin creamy laid paper, rather roughly separated at upper edge and with part dividing lines at foot. Faint vertical crease though still far above average for this delicate and very rare early issue, which issued as part of sweeping taxation aimed to stave off national bankruptcy following the American War of Independence.
