'PENALTY' RATES FOR OVERSEAS MAIL IN SPITE OF CHEAP POSTAGE - MILEAGE BASED RATES CONTINUE; Nov./Dec. 1839 pair of fine Es from New York/Antwerp to London/Aberdeen that both arrived in GB during the 4d-Post Period (after the start of 'Cheap Postage'). The first (with "LIVERPOOL/SHIP LETTER") charged "1/-" (8d SL + 4d Uniform inland rate) being much less than before the 4d-Post (would have been 8d SL rate + 11d inland before), whereas the other (via London 9 Dec. 1839) charged "2/5" (being only 2½d less than before the 4d-Post, as the mileage-based rates continued throughout the 4d-Post Period for Continental mails sent to/from POs beyond London):- 1s-4d Belgium to London + 1s-1d old mileage-based inland rate less 2d discount!
